The Union Development Team began with two members, then rising to three and then four over the seven months of its existence. It is not known who these members were except for the leader, Octar1.<ref name=":0" />

The UDT is known to have spoken English, but it is not known if any other languages were spoken.
== Government ==
The Union Development Team's leader was called the Director. The Director was in charge of keeping the team organized, maintaining records and helping with important projects. Oddly enough, Octar1 wrote in the team's info-chip that the director would have to be chosen (or ousted) by a vote in the General Assembly. There was no corresponding legislation that dictated that this had to be so. Other criteria for becoming director were creative experience, cool-headededness and maturity, as well as the ability to handle "various assignments."<ref name=":1">Union Development Team Info-Chip</ref>

Creators in the Union Development Team were intended to receive personal assignments, and were given a choice as to whether or not they would like to accept. It was encouraged that they accept and be constructive. Recruitment was focused toward existing Union members from other Union clans. Union citizens looking to join the UDT were required to pass an entrance exam, which involved making a small level demonstrating their skills in a given area. Octar1 intended for the General Assembly to review the applicants, but there was never any legislation written for this process, so it is presumed that Octar accepted applicants himself.<ref name=":1" />

It is not known how the Union Development Team communicated with its members, if at all. No levels are known for recruitment or facilitation of UDT affairs.
